This government is a militaristic form of autocracy, where the warrior who is considered the strongest leader rules with absolute power.
The Blood Pact is divided up by noble families, forming a loose feudal system. Upon the death of a current emperor the next Emperor comes into power after defeating the heads of the other families which declare their intent to become the new emperor, this among other factors has created a highly socially Darwinian culture. Blood Pact society is largely patriarchal, divided along gender lines, with female citizens typically spoken down to and treated as second-class citizens. A male Blood Pact citizen will generally not tolerate being given orders by a woman, they also will not take anyone seriously who attempts to send female diplomats. Blood Pact society as a whole frowns on displays of affection or compassion for the weak.
Blood Pact children are conscripted from an early age and taught that their way of life is the only pure and holy one. Thus creating a cultural stagnation and cyclical nature of aggression, violence and dominance. The societal structure of the Blood Pact also ensures nigh absolute obedience as-well as mercilessness on the battle field, one is not considered a true man in the Blood Pact until they have killed their first outsider and taken a body part as a trophy.
Those unfortunate enough to be caught by Blood Pact raiders can be expected to be tortured or even eaten, as consumption of ones enemies is considered a sacred act and particularly elf-flesh is considered a delicacy.
The legal system within the Blood Pact is extremely draconian, with most crimes being punishable by slavery or death.
The local religion is dominated by worship of Sanguinius the God of Blood and War. Citizens may worship Sanguinius or be non-religious, outside religions are illegal.
The Blood Pact's economy largely relies on theft of technology, slavery, piracy and the massive black markets that are part of most of the non UER empires.
