The Saturnian Union is a state which claims jurisdiction and exercises control over Saturn, its moons, and associated space habitats.

The earliest colonies within what is now the Saturnian Union were founded by early Terran space explorers, taking the form of space habitats commonly known as the Saturnine colonies. While these colonies were moderately successful for some time, tensions over resources, ideological conflict, and rampant attacks from pirates and marauders left the Saturnine colonies in shambles, with only one colony from this era remaining in operation in some form today (albeit no longer as a space colony, having crash-landed and thereby becoming the nucleus for the first city built on Dione/Saturn IV), though a number more would survive the era.

After much time spent as a chaotic and dangerous region of the Solar System, Saturn and its surroundings would eventually be brought under the heal of the Jovian Empire. Existing colonies either submitted to Imperial rule, their populations largely enslaved and dispersed throughout the empire, or they were destroyed. The rampant raids by pirates ceased as the pirates share the same fate as their more peaceful counterparts in the region and those beyond its reaches were too afraid to enter what was now Jovian space. The Empire quickly began to settle the region quite extensively with Jovian populations, providing incentives to colonists and sending many dissidents and lower risk convicts to the region (albeit dispersed among many different colonies) in order to firmly Jovianize the region and to secure their long term control of it, initiating what is often referred to as Colonial Saturnia.

The era of Colonial Saturnia would see considerable expansion the Saturnian population and extensive development of the region. Yet, much of this progress was oriented around maximizing resource exploitation, taxation, and research opportunities (especially those of the variety considered too dangerous for the Jovian Worlds and Colonies proper, but still requiring large population groups as test subjects), resulting in the region being considered very poor and an area wherein only the desperate and opportunists went willingly, and where many dissidents and some of the worst of Jovian society went unwillingly. While stability reigned at last in Saturn's orbit, life remained uncertain and chaotic within the colonies. Numerous rebellions of carrying scales and causes would break out during the period, though Imperial forces managed to keep them contained and the region firmly under their control for quite some time through superiority of arms and a fair bit of luck

Eventually, however, the Empire's luck in the region would run out. A political dissident by the name of Sundamar Vespar began styling himself as "Saturninus Magnus" and would begin rallying other dissidents and disaffected members of the population at large on Titan to revolt against Imperial rule. A former Jovian military commander who chose exile over death after being convicted of lèse-majesté and insubordination for criticizing the Emperor's decision to appoint an inexperienced noble as Lord Admiral of the Fleet (though he was already familair with the area, having spent much of his career within Saturnian space), Saturninus sought to break free of the smothering hold of the Jovian Empire and determined that he could accomplish this through leading the Colonies of Saturn to independence.

Harnessing populist rhetoric, boasting of his credentials, and effectively employing his own innate charisma, Saturninus was able to quickly amass followers on Titan (the world he had been exiled to) and began to quietly extend his influence elsewhere through using a web of contacts who had once, ironically, served as informants on their fellow colonist to him when he was an Imperial officer. When Imperial forces came to put down his revolt on Titan, he first lead them into a trap, inflicting heavy casualties on them, before commencing a war of attrition meant to bog them down and distract them as he gave the signal to his agents to ignite rebellions on other worlds. One of these rebellions, on the space habitat Shani, managed to seize control of several Imperial space vessels, enabling the rebels to begin hit and run attacks on the Imperial fleets stationed in the region and to further escalate levels of coordination between the rebellions. Things would escalate further when Saturninus personally led a force aboard an Imperial carrier-class ship, aided in part by a mutiny staged aboard the ship by disaffected crew members in contact with Saturninus. This allowed the rebels even greater firepower and helped to secure a number of defections from mutinous crews and disaffected commanders (many of whom had worked with Saturninus in days past.

The relative success of the revolt, however, would soon be answered by the arrival of several Imperial fleets lead by the Lord High Admiral (the very man whose appointment Saturninus had been exiled for in the first place). Overwhelmingly outnumbered, Saturninus was forced to retreat well outside the region with his ships and most of his forces, leaving the colonies at the mercy of the Imperials. Foolishly, the commander began a series of punitive attacks on the colonies, including many which had played little to no role in the rebellion. This only served to further enrage the remaining rebels and incited massive segments of the population to their side, resulting in mass disobedience and rampant guerilla attacks on Imperial forces and vessels. Meanwhile, Saturninus and his forces plotted their next move, ultimately deciding to reach out to the admiral in charge of the fleet that they were originally fighting (and who was now likely to face demotion and possible further punishment at the conclusion of the conflict). Managing to win him over as well as a number of his subordinates, Saturninus was given a clear path to seize the Fist of Ra, a major imperial battle-station normally used as the central headquarters for Imperial forces stationed around Saturn, though eclipsed in importance at that moment by the grander (though less fortified and less powerful) Eye of Horus in use by the Lord High Admiral due to its more forward existing deployment close to the colonies (and, possibly, its more luxurious accommodations).

The seizure of the First of Ra (promptly redubbed the Scythe of Chronos) and the subsequent open defection of much of the original Imperial forces in the region resulted in a massive upswing of the rebellion's fortunes. While they were still massively outnumbered, they now had enough firepower to successfully challenge the Imperials head on and had sufficient numbers to defend the critical installations necessary to do so. This would prove the defining turn of events during the rebellion, as at the Second Battle above Titan the rebels were able to take advantage of both the surprise of Imperial forces at seeing their strongest battle-station in the area deployed against them and the ineffectiveness of their commanders to win a shocking, overwhelming victory resulting in the destruction of the Eye of Horus and the annihilation of two thirds of the whole of Imperial forces present in the region (including the death of the Lord High Admiral).

The rebel victory resulted in the rapid subsequent retreat of nearly all remaining Imperial forces to Jupiter, leaving Saturn and its colonies independent of Imperial control. Having been the architect of this situation and the leader of the victorious forces, Saturninus quickly moved to consolidate his power and to establish a new order to fill the void of the old before chaos could break out (or before a rival to his power could emerge, for that matter). Hardly disagreeing with the authoritarian nature of the Empire, however, Saturninus simply believed that its particular model of autocracy was wrong and that a better society needed to promote merit over blood in order to achieve a state of enlightened rule. Thus, Saturninus sought to establish a centralized state that would govern all of the Saturnian worlds and habitats, tolerating no attempts by some colonies to now set themselves up as independent polities, and effectively just swapped out the colonial officials and the names of their offices with locals in restyled offices patterned on their colonial predecessors. The Habitat and World Governors were switched out for Primarchs and Grand Primarchs, respectively, and the Governor General of the Saturnian Sector was replaced with the Autarch of the Saturnians (with the first Autarch being, of course, Satuninius, officially styled as Satuninus I Magnus). While each colony was nominally given the choice to sign the Articles of Union, the constitution of the new Saturnian state, their acquiescence was never in doubt and their signatures stripped them of any hopes for independence that they might have had, leaving them mere administrative zones in a unitary state arguably more centralized than the status quo under the Imperials. Officially, the Saturnian Union was born.

Nonetheless, in spite of many victories and the formal declaration of a new state to govern the Saturnian colonies, the Jovian Empire had not conceded defeat at this point. A second, final attempt would be made to retake the rebellious sector. Launching an even grander armada, nominally commanded by the Jovian Emperor himself, the Imperials arrived to reap vengeance on their Saturnian counterparts. Yet, the command of the Emperor in this case meant the command of his courtiers, not even a misplaced military appointee, and the haste of their arrival meant that they came without any battle-stations to match the Scythe of Chronos.
